What Meta lets you build on WhatsApp, and what it charges

You pay per message, and everyone pays Meta the same

The economics differ sharply from iMessage. WhatsApp moved to per-message billing in July 2025: each delivered template is charged by category and by the recipient’s country, from roughly $0.01 in India to over €0.11 in Germany. Every solution provider pays Meta the same base rate, so the only thing separating them is their markup and what they wrap around it. Meta has said business agent pricing moves to a token-based model from August 2026.

You cannot message first, except from a template

The other constraint is initiation. A business cannot message someone freely out of the blue, outbound conversations start from pre-approved templates in defined categories, and free-form replies are only possible inside a window after the user writes first. That single rule shapes what a WhatsApp agent can be: reactive assistants fit it comfortably, genuinely proactive agents have to design around it.

General assistants are here on an interim measure

There is a second rule, and it is the reason this channel has so few agents on it. In October 2025 Meta excluded general-purpose AI assistants from the API entirely, leaving only its own. Italy’s competition authority suspended the clauses that December and the European Commission ordered the assistants reinstated in June 2026, on the complaint of the company behind Poke. Meta then launched its own general-purpose agent into WhatsApp in September 2026. What you can build here today rests on an interim measure with no published end date, which is a different kind of platform risk from the one iMessage carries.

The reason people build here anyway

The upside is reach. WhatsApp is the default messenger across most of the world, which makes it the obvious channel for anything aimed outside the United States.
