Photon vs Tuco AI
The axis is whether the cheap tier is usable. Photon's is free but shares a number pool; Tuco has no cheap tier and gives you your own hardware from the start.

What actually differs
Photon is free for ten users and $25 for a hundred, both on a shared managed pool where the sender number varies between messages. Its dedicated line is $250 per line per month. Tuco has one shape: $149 a month plus $335 once for a dedicated Mac mini, a warmed Apple ID and carrier KYC in your business name.
At the tier that gives a stable number, Tuco is $149 against Photon's $250, and Tuco's first-year total including setup is still lower. What Photon offers that Tuco does not is a way to build and test for nothing. What Tuco offers that Photon does not is a published recovery commitment of 24 to 48 hours on Apple ID problems. Tuco's cap of 150 messages per line per day is the constraint to check first; Photon publishes no equivalent limit but gates the group messaging API to its dedicated tier.
Photon is for
Testing, prototyping, and anything where the sender number can change.
Tuco AI is for
Anything going in front of customers on day one.
